The Brass tower is accessible after completing the johto storyline on top of the Bell tower, and is entirely optional. The trainers inside the Brass tower have mostly psychic type pokemon with the occasional dark type along the way and the last trainer has 2 fire types. At the top of Brass tower you will meet Eusine, who will tell you about the sighting of Entei, Raikou and Suicune. Now what is supposed to happen here is that if you go to the top of the Bell tower, either Entei, Raikou or Suicune should apper but due to a glitch they won't. But no worries, by using a WTW code you can locate the three legendary dogs at the top of the tower on the lower left corner and they will still battle you.
